Doucet Consulting Solutions assists local governments, businesses, nonprofits, and associations with federal advocacy, public policy and public affairs representation. We tailor and execute a strategic plan for our clients to meet their objectives whether it be advancing legislative and regulatory objectives, raising awareness for critical issues, ensuring a “seat at the table” with key decision makers or providing the information and advice to make well informed business decisions. We know that relationships, experience and the right skill sets needed to solve problems all matter in Washington. With this in mind, we are affiliated with a bi-partisan team of subject-matter experts in public policy and public affairs to fully suit our clients’ needs. Shane Doucet serves as the founder and principal of Doucet Consulting Solutions.
Shane E. Doucet, Founding Principal
Mr. Doucet has represented clients in a variety of areas including health care, public pensions, law enforcement, trade, national security and high-tech. He has been a leading voice on behalf of his clients on issues related to the Medicare Modernization Act of 2003, the Pension Protection Act of 2006, the Genetic Information Nondiscrimination Act of 2008, the Affordable Care Act of 2010 and the 21st Century Cures Act of 2016. Mr. Doucet has specialized in work to promote health and wellness measures before Congress, the Administration, HHS, CMS, EEOC and the NAIC.
He led an effort in 2015-2016 comprised of the leading population care management companies before the EEOC on the utilization and evidence of workplace wellness programs. Shane has represented healthcare coalitions committed to liberating health data to improve patient and consumer data accessibility and promote innovative uses of data to improve quality of care. He led successful coalitions to bring greater transparency to healthcare costs that resulted in the first ever publication of Medicare Part B payments in 2014. He has moderated panels comprised of top union, industry and trade association representatives on the impact of health reform and has been a featured speaker across the country on key provisions of the Affordable Care Act. He has also been a featured speaker for such organizations as the Population Health Alliance, American Heart Association, Louisiana Sheriffs' Association, The Global Border Summit, National Coalition for Promoting Physical Activity, California Employee Retirement System Educational Forum and International Foundation of Employee Benefit Plans.
He has also written opinion pieces in The Hill newspaper, Morning Consult and contributed to workplace wellness articles in the Journal of Occupational and Environmental Medicine. Before joining the private sector, Shane spent time on Capitol Hill working for Congressman Chris John (D-LA) who is the former Chairman of the Blue Dog Democrats and served on the Energy and Commerce Committee’s Subcommittee on Health. While there, he wrote the Rural Education Development Initiative (REDI) Act, legislation designed to assist poor rural school districts which was signed into law as part of the No Child Left Behind Act of 2001. He also spent time as a legislative aide for State Senator Phil Short in Louisiana.
From 2001 to 2002, Shane led reform efforts in the U.S. House of Representatives to the Superfund law on behalf of the National Federation of Independent Business (NFIB), resulting in passage of the Small Business Liability Relief and Brownfields Revitalization Act (Public Law 107-118) by a vote of 419-0 on December 19, 2001.
Mr. Doucet served for 23 years in the District of Columbia National Guard. With his experience in population health, Mr. Doucet initiated an education program “Wellness Warrior” to help soldiers and airmen improve and maintain their physical, mental and social health and well-being. Shane also supported efforts for enhanced educational benefits for Guard members and the creation of a District of Columbia National Guard Youth Challenge Program to help mentor and educate at-risk youth.
Mr. Doucet serves on the Advisory Council for Project Recover, a collaborative effort to enlist 21st-Century science and technology in a quest to find and repatriate Americans missing in action (MIA) since World War II, in order to provide recognition and closure for families and the Nation.
Mr. Doucet serves on the National Physical Activity Plan (NPAP) Military Sector, a comprehensive strategic plan for increasing physical activity levels in all segments of the U.S. population to include current military service members, families of service members, veterans, civilian employees associated with military settings and future service members. The NPAP Military Sector’s Expert Panel, which included many of the nation’s leading subject matter experts, convened for several months in 2021 to draft evidence-based recommendations to improve the population health of the U.S. military while supporting the readiness and lethality of the force.
Mr. Doucet serves on the Healthy Aging Coalition. Founded in 2017 by Tivity Health, the MIT Age Lab, Jefferson College of Population Health, the Tramuto Foundation and Health eVillages, the coalition represents advocates from across all sectors – healthcare, social services, academia, faith-based groups, business and government, to advance key initiatives that impact the health and well-being of rural seniors.
He has a B.A. in History and English from Tulane University and M.A. in National Security and Strategic Studies with distinction from the U.S. Naval War College.
