Chief Medical Officer, Applied Policy

Dr. William Rogers is the Chief Medical Officer at Applied Policy. Dr. Rogers brings with him over 35 years of clinical experience, including 15 years managing emergency departments further broaden his perspective, both as a practicing emergency department physician and hospital management experience. Dr. Rogers has developed a broad healthcare expertise spanning coverage, payment,
claims processing, program integrity and the evolution of payment models.

 

Prior to joining Applied Policy, Dr. Rogers spent over 14 years at the Centers for Medicare and Medicaid Services serving various roles. During his time at CMS, his responsibilities rapidly expanded to include providing the critical clinical perspective during the development and implementation of Secretary Thompson’s administrative simplification initiative; serving as the ICD-10 Ombudsman; participating as a member of the Recovery Audit Contractor new issues review team; and Chairing the Physician and the Ambulance Open Door Forums and the First Friday meetings.

 

In his most recent role with CMS, as Director of the Physicians Regulatory Issues Team, Dr. Rogers served as an interface between clinicians and the Medicare and Medicaid programs. He coordinated the resolution of problems brought to his team by medical specialists, midlevel providers, ambulance providers, rural health clinics and many other entities which in one way or another provide care to Medicare and Medicaid beneficiaries.

 

Dr. Rogers continued to practice medicine in the Washington DC area, until December 2016, as a Clinical Assistant Professor of Medicine at Georgetown University. Dr. Rogers also is a Colonel in the U.S. Air Force serving as State Air Surgeon for the D.C. Air National Guard. Dr. Rogers is now a Medical Officer at the soon to open Veterans Administration Medical Center in New Orleans assisting with the development of a fully functional emergency department in this state of the art facility.

 

Dr. Rogers graduated from the University of Virginia with a Bachelor of Arts in Organic Chemistry and a Doctorate of Medicine (M.D.) from the School of Medicine.
